What is CBSE Affiliation?
CBSE (Central Board of Secondary Education) affiliation is official recognition that allows your school to follow the CBSE curriculum, conduct CBSE board examinations for Class 10 and Class 12, and gain national credibility. As of 2026, CBSE has over 28,000 affiliated schools across India and 240+ schools in 25 foreign countries — making it India's largest and most trusted school board.
Parents prefer CBSE schools because the curriculum prepares students for JEE, NEET and CUET — India's most competitive entrance exams. Demand for CBSE schools is highest in tier-2 and tier-3 cities where quality English-medium education is limited.
Types of CBSE Affiliation
Before applying, understand which type of affiliation you need:
Type | Who it's for |
|---|---|
Fresh Affiliation | New schools applying for the first time (up to Secondary or Senior Secondary) |
Upgradation | Schools already affiliated up to Class 8 wanting to add Classes 9–10 or 11–12 |
Extension | Schools whose existing affiliation has expired |
Restoration | Schools whose affiliation was withdrawn |
Branch School | Adding a new branch of an already-affiliated school |
Switch Over | Schools affiliated to another board wanting to switch to CBSE |
Most new schools apply for Fresh Affiliation up to Senior Secondary level — this guide covers that process in full.
CBSE Affiliation 2026 — Key Update: SARAS 7.0
CBSE launched SARAS 7.0 (School Affiliation Re-Engineered Automation System) on 26 February 2026 via Notification No. 07/2026. All affiliation applications for session 2027–28 must be submitted through SARAS 7.0 only.
SARAS 7.0 window for session 2027–28: 26 February 2026 to 31 July 2026
Key categories open in this window:
Fresh affiliation up to Secondary and Senior Secondary level
Switch over from other boards to CBSE
Upgradation to Secondary and Senior Secondary level
Branch school applications
Extension and restoration of affiliation
Section increase and additional subjects
Applications for land correction, name change, entity change and site shifting remain open throughout the year.
Eligibility Criteria for CBSE Affiliation
Your school must meet all of the following before applying:
1. Legal entity
The school must be run by a registered Trust, Society or Section 8 Company — not by an individual or a proprietary/commercial entity. CBSE strictly prohibits franchise arrangements. You must submit an affidavit confirming the school is not part of any franchise.
However , Individual can also apply for the affiliation.
2. State recognition
You must have a Recognition Certificate from the District Education Officer (DEO) for the respective grades before applying for CBSE affiliation. State recognition is a prerequisite — CBSE will not process your application without it.
3. NOC from state government
Schools applying from 2026 onwards can apply with or without an NOC. If NOC is not submitted, CBSE will seek feedback directly from the state government. However, to avoid delays, Bivha strongly recommends submitting the NOC upfront.
4. Non-commercial character
The school must operate on a non-proprietary, non-commercial basis. An affidavit confirming this is mandatory. CBSE prohibits schools from paying fees or royalties to external organisations for use of names, logos or mottos.
Land and Infrastructure Requirements
CBSE Circular No. 04/2026 revised minimum land requirements. The current requirements are:
Location | Minimum Land Required |
|---|---|
General (anywhere in India) |
|
Hilly areas / special category | Relaxation available — refer to CBSE bylaws |
Built-up area and sections (New in 2026)
As per Notification No. 06/2026 (25 February 2026), the maximum number of sections permitted is now calculated on the basis of Total Built-up Area certified by the Local Body or a Licensed Architect:
3 sections for every 400 sq. metres of built-up area
This means a school with 1,200 sq. metres of built-up area can have a maximum of 9 sections. Plan your building accordingly before applying.
Other infrastructure requirements
Classrooms: Minimum 1 per section, as per built-up area norms
Science labs: Physics, Chemistry, Biology (for Senior Secondary)
Computer lab: Minimum 10 computers with internet
Library: Adequate books, reading room
Sports ground: Within school campus
Drinking water: RO/purified water system
Toilets: Separate for boys, girls and staff
Fire safety: NOC from fire department
Barrier-free access: Ramps and facilities for differently-abled students
Documents Required for CBSE Affiliation 2026
Prepare all documents before opening the SARAS 7.0 portal. Missing or mismatched documents are the single biggest cause of delays.
Mandatory documents
Registration certificate of Trust/Society/Section 8 Company — name and address must exactly match the application
Affidavit confirming non-proprietary/non-commercial character (as per CBSE website format)
Land certificate issued by competent authority
Building plan approved by local body
Recognition certificate from District Education Officer (for respective grades)
NOC from state/UT government (recommended strongly — ensure name and address exactly match application)
Self-affidavit as per CBSE website format
Fire safety NOC from fire department
Drinking water and sanitation certificate
List of teaching staff with qualifications, designation and salary
Audited financial statements of the Trust/Society
Affidavit confirming no franchise arrangement
Important: Document formatting rules
All documents must be in Hindi or English only
If translated from another language, include a translation affidavit from the School Management Committee's appointed Manager
Upload as scanned PDFs within the file size limits specified on CBSE website
All names and addresses must be identical across all documents — any mismatch causes rejection
Step-by-Step CBSE Affiliation Process 2026
Step 1 — Establish your legal entity
Register a Trust, Society or Section 8 Company if not already done. The registration must be in the same name you intend to use for the school. This step alone can take 1–3 months, so start early.
Step 2 — Get state recognition
Apply to your state education department / District Education Officer for school recognition. This is mandatory before CBSE will consider your application. Depending on your state, this takes 3–6 months.
States where Bivha has helped with state recognition: Bihar (BSEB), Uttar Pradesh (UPMSP), Madhya Pradesh (MPBSE), Rajasthan (BSER), Jharkhand (JAC), Maharashtra (MSBSHSE) and all others. See your state →
Step 3 — Prepare infrastructure
Ensure your school building and facilities meet CBSE norms before applying. CBSE sends an inspection committee for 100% physical inspection of all fresh affiliation cases — they will check everything on-site.
Key things inspectors check:
Built-up area vs. sections claimed
Lab equipment and functionality
Library books and reading infrastructure
Sports facilities
Drinking water and sanitation
Fire safety compliance
Staff qualifications and appointment letters
Step 4 — Prepare and audit all documents
Collect every document listed above. Cross-check that names and addresses are identical across all documents. Even a minor mismatch — for example, "Public School" vs "Public School Trust" — causes the application to be flagged.
Bivha's document audit service catches these mismatches before filing. Book a free document audit →
Step 5 — Register on SARAS 7.0 portal
Go to https://bivha.in and complete the school registration (KYC). You will need:
School name and address
Trust/Society registration details
Contact details of the principal and manager
You will receive login credentials via email and SMS.
Step 6 — Fill online application
Log in to Bivha or SARAS 7.0 and fill the complete online application form. Sections include:
School details and infrastructure
Trust/Society details
Staff details (principal, teachers, non-teaching staff)
Fee structure and financial details
Infrastructure photographs
Ensure OASIS data, mandatory public disclosure and teachers' details are properly updated — CBSE's Notification No. 07/2026 specifically requires this before submission.
Step 7 — Upload documents
Upload all scanned documents in the specified format. SARAS 7.0 has strict file size limits — compress PDFs if needed but ensure readability. Missing uploads will flag the application as incomplete.
Step 8 — Pay affiliation fees
Pay online through the Bivha portal. Current fee structure:
Category | Fee Range |
|---|---|
Fresh affiliation (Secondary) | ₹1,75,000 – ₹6,50,000 |
Fresh affiliation (Senior Secondary) | ₹1,50,000 – ₹6,25,000 |
Inspection fee | Additional — varies |
Note: Fees are revised periodically. Always check the latest fee schedule on https://bivha.in before paying.
Step 9 — Submit application
Submit the complete application. You will receive an application number for tracking. CBSE may send queries through the portal — check regularly and respond within the deadline. Missed deadlines cause significant delays.
Step 10 — CBSE physical inspection
CBSE appoints an Inspection Committee that visits your school physically. All fresh affiliation cases undergo 100% physical inspection as per Notification No. 07/2026.
The committee assesses:
Physical infrastructure (classrooms, labs, library, sports)
Document verification on-site
Staff interaction and qualification check
Student facilities (toilets, drinking water, barrier-free access)
Safety compliance (fire, building structure)
How to prepare for CBSE inspection:
Keep all original documents ready in a file (organized section-wise)
Ensure all labs are equipped and functional
Brief your principal and key staff
Ensure the school premises is clean and properly labelled
Have the building completion certificate and approved plan ready
Step 11 — Inspection report and compliance
After the visit, the committee submits their report to CBSE. If the report is satisfactory and all conditions are met, CBSE issues a Letter of Intent (LOI) for affiliation.
If the report flags deficiencies, CBSE gives you time to comply. Address every point raised before the deadline.
Step 12 — Provisional affiliation granted
Once CBSE is satisfied with the inspection report and compliance, provisional affiliation is granted — typically for 3 years. During this period:
Admit your first batch of students
Maintain all infrastructure and staff standards
File annual compliance reports
Keep OASIS data updated
Step 13 — Apply for regular affiliation
After completing 3 years of provisional affiliation with satisfactory performance, apply for regular (permanent) affiliation through SARAS.
CBSE Affiliation Timeline
Stage | Time required |
|---|---|
Trust/Society registration | 1–3 months |
State recognition (DEO) | 3–6 months |
Infrastructure preparation | 3–12 months |
Document preparation and audit | 1 month |
SARAS application and submission | 2–4 weeks |
CBSE inspection | 1–3 months after submission |
LOI / Provisional affiliation | 1–3 months after inspection |
Total end-to-end | 6–18 months |
The biggest time variables are state recognition (depends on your state government) and inspection scheduling (CBSE conducts inspections in batches).
Common Reasons CBSE Affiliation Gets Rejected or Delayed
Name/address mismatch across documents — most common reason
Missing NOC or NOC with a different school name
Incomplete OASIS data — CBSE checks this before processing
Infrastructure shortfall — built-up area not meeting section norms
Unqualified staff — principal or teachers not meeting CBSE qualification norms
Franchise arrangement — CBSE strictly rejects these
Late response to CBSE portal queries
Incorrect fee payment — wrong category selected
Bivha's pre-filing audit catches all of these before submission, which is why we have a 100% success rate.
CBSE vs State Board vs ICSE — Which is Best for Your School?
Factor | CBSE | ICSE | State Board |
|---|---|---|---|
Student demand | Highest | High (premium) | Very high (volume) |
Competitive exam prep | Best (JEE, NEET, CUET) | Good | Moderate |
Affiliation time | 6–18 months | 12–24 months | 3–12 months |
Fee structure | Moderate | High | Low |
Recognition | National | National | State-level |
Best for | Most schools pan India | Premium urban schools | High-volume tier-2/3 |
For most new schools in India — especially in Bihar, UP, MP, Rajasthan and Jharkhand — CBSE is the recommended choice due to highest parent demand and national recognition.
